Background of the study
Political thuggery, which involves the use of intimidation, violence, or coercion to influence electoral outcomes, has increasingly plagued local elections in Nigeria. In Owo Local Government Area, Ondo State, incidents of political thuggery have become a significant obstacle to free and fair elections. Such practices not only deter potential voters but also compromise the integrity of the electoral process (Olu, 2023). Political thuggery is often orchestrated by groups with vested interests, aiming to suppress opposition and secure electoral victories through fear and violence (Adeniyi, 2024). Recent analyses indicate that this phenomenon disrupts the democratic process by undermining public confidence and distorting electoral outcomes (Babatunde, 2025). This study investigates the prevalence of political thuggery in Owo, examining its causes, mechanisms, and impact on voter participation. It seeks to provide a critical evaluation of how such practices affect local elections and to identify strategies to curb their influence, thereby promoting a more transparent and inclusive electoral process.

Statement of the problem
Owo Local Government Area continues to be affected by political thuggery during election periods, which undermines the credibility and fairness of the electoral process. The presence of violent and coercive tactics not only discourages voter participation but also compromises the security of candidates and their supporters. This environment of fear has led to distorted election results and a weakened democratic system. The challenge lies in identifying effective interventions to eliminate such practices and restore voter confidence. This study aims to investigate the extent of political thuggery, its underlying causes, and its negative impact on local elections, while proposing measures to ensure a safer and more equitable electoral process.

Objectives of the study:

  1. To assess the impact of political thuggery on the electoral process in Owo.

  2. To identify the causes and methods of political thuggery used during local elections.

  3. To recommend strategies for mitigating political thuggery and ensuring free, fair elections.

Research questions:

  1. How prevalent is political thuggery in Owo during local elections?

  2. What are the primary causes of political thuggery in the area?

  3. What measures can be implemented to reduce the occurrence of thuggery in elections?

Research Hypotheses:

  1. H1: Political thuggery significantly reduces voter turnout and electoral fairness.

  2. H2: The prevalence of political thuggery is linked to inadequate security measures during elections.

  3. H3: Implementing strict law enforcement protocols will reduce incidents of political thuggery.

Significance of the study
This study is significant as it examines the detrimental role of political thuggery in local elections in Owo. By identifying its causes and impact, the research provides valuable insights for law enforcement agencies, policymakers, and electoral bodies seeking to ensure safe and democratic elections. The findings will contribute to the formulation of strategies that promote peaceful electoral processes and restore public trust in local governance (Fashola, 2024).

Scope and limitations of the study:
This study is limited to investigating the role of political thuggery in local elections within Owo Local Government Area, Ondo State. It focuses exclusively on electoral violence and its impact on voter participation.
